Because for some reason, Microsoft only allows gpedit. I know. But hey, you can try downloading gpedit. Some stupid download I did, downloaded some other stupid download, that was probably a wifi controller and it hogged all the bandwitdh. Point blank. I checked for other ways to open it, cause my windows changed slightly after last update to what you described here, but I were able to work around it.

Maybe the router is using a different gateway - this reminds me of the issue you get when you have a vpn and the the client uses the remote dns and not the local one. If I remember correctly, you're working with a soho dlink of the same model I have at one of my locations, and it's I've noticed a lot of weird little issues on dlinks - settings only being saved in a particular browser, accessing certain menus causing the browser ot hang and forcing re authentication. When I attempted to put a known working router in line with it, throughput went to almost nothing.
Only reason I haven't done so at that location is that it's remote and I have to set it up for a day when I'm going to be there - it's a bonded dsl connection and it's kind of twitchy.

I did need to tweek a few things in squid to keep the performance up, cache size, log rotation cycles and a few other things. Now there is another possibility. Your firewall could be getting hammered from the outside.
It's a myth that you can take crap hardware and turn it into amazing solution in business Its a diy dream but its faulty. Do you really believe that old hardware, ram, spinning rust disk, can serve as a good cache.
The fact that it spins, is enough to discourage me from using it as such. It still needs to be configured properly. You'll definitely not get any internet speeds through that proxy box of faster than the network cards can handle.
Make sure those aren't holding you back as well. If your internet speed is decent, you should turn off any sort of squid caching. Your hard disk access speed is likely the culprit.

We're only a small company - that's why I wanted to get away with re-using one of these s if possible and keeping one with an identical config spare, because with the age of the hardware I wouldn't be surprised if it died at some point! The intention is to have about 50 concurrent users maximum. The WAN Speed for both connections is 10 meg, but one connection is limited in it's use.
But ignoring that for now until the speed issue is fixed! I'm just downloading a 70meg file through youtube - it's capped at kb again. The CPU doesn't seem to be getting maxed out, so I'll try and disable the caching etc and see if that improves things. Will get tinkering today! Also to add that whilst downloading that 70 meg file, other browsing requests are going stupidly slowly and getting denied by proxy timeout! Have mb charter connection that never really tests out over 50 mb at the modem I run Dansguardian, Squid, Squidguard, Bandwithd, the built in RRD graphs, squid reporting; all on a Dell Optiplex with Core2 Quad.
Oh no - I just tried the same config on a much newer Optiplex Quad CPU and reloaded the config from the backup and got the same results Just disabled it and got 9. Turned the 'old' machine back on and removed the shaping on that and I'm getting about 8. So it was all my fault afterall - but a noticeable dip in performance on the older hardware still, and that's without caching enabled.
